Where CS2 keeps them

<account id> is the short SteamID3 number, not your 17-digit SteamID64. If there is only one folder in userdata, that is the one.

If the files look out of date, open the console and run host_writeconfig. CS2 rewrites them from whatever is loaded right now.

What this does differently

It knows what the settings mean.
Lines are grouped by what they affect and explained one at a time, instead of arriving as one alphabetical wall.
It throws out what is not a setting.
Most of a real .vcfg is cached menu state and dismissed popups. None of that belongs in a config you carry around.
Nothing is uploaded.
The files are parsed in your browser. They never reach a server, ours or anyone’s.
